Annual Growth Policy (AGP)
Annual Growth PolicyThe Montgomery County Council has directed the Montgomery County Planning Board to conduct a "top to bottom" review of the County's Annual Growth Policy (AGP). The AGP controls development in the County through an Adequate Public Facilities Ordinance that mandates what level of development can be supported by existing and planned public schools, water and sewer facilities, and transportation facilities. While the Montgomery County AGP does not apply in the major municipalities such as Gaithersburg and Rockville, the implementation of this policy clearly has a direct affect on traffic congestion and school capacity in the City of Gaithersburg, as well as the level of growth and development in the areas immediately surrounding the City. Gaithersburg staff and elected officials will be participating in all aspects of the AGP review.
