Community Development Block Grant (CDBG) Program

Beginning in July of 2003, Gaithersburg has received CDBG funds directly from the U.S. Department of Housing and Urban Development (HUD). The overall goals of CDBG are to provide decent housing, a suitable living environment, and expanded economic opportunities, principally for low- and moderate-income persons.
Since becoming a direct recipient of CDBG funding, Gaithersburg has received on average $475,000 each year, although funding has seen significant reductions over the ten-year period. In FY12, the City was awarded $365,876, its lowest level, representing a 50-percent decrease in funds since its first year award of $549,000.
Every five years, the City is required to submit a comprehensive planning document to HUD. This Consolidated Plan must address how the City intends – over the five-year period of the Plan – to address the housing and community development needs of its low-income and special needs populations. For the period July 2013 – June 2018, the Plan is available for review at the following locations:

FY14 funds are proposed to be used to provide zero percent deferred closing cost and down payment assistance loans to first-time homebuyers; assist with the renovation of the Gaithersburg Aquatic Center at Gaithersburg Middle School, upgrade City-owned transitional and permanent supportive housing facilities, and provide rental assistance and eviction prevention funds to low-income tenants within the City.

Comments that are person or in writing by mail, email or fax and received by close of business on May 13 will be considered. All comments will be summarized and submitted to HUD with the Plan.
