Rafiu Ighile Appointed Finance Director
Ighile most recently served as the Chief Financial Officer for the Howard County Public School System.
City Manager Tony Tomasello announced the appointment of Rafiu Ighile as Director of Gaithersburg’s Department of Finance & Administration. The position has been vacant since the resignation of Stephanie Walker in January of 2019. Comptroller Angela Woo has been serving as Acting Director.
“We conducted a national search for our new Finance Director, and we are delighted that we found such a highly qualified candidate right next door,” said Tomasello. “Rafiu’s extensive background in local government finance will serve him well in this position.”

Ighile most recently served as the Chief Financial Officer for the Howard County, Maryland Public School System, where he managed a budget in excess of $1 billion, overseeing the day-to-day operations of the division, the annual audit, and the Comprehensive Annual Financial Report. Among his priorities was the alignment of the strategic goals and vision of the Board of Education with the annual budget.
Ighile has extensive experience in local government finance, having served for ten years as Deputy Director of Finance for Howard County government. He planned, directed and monitored the operations of the Director’s office, overseeing the offices of the Comptroller, Business Management and Customer Service, the Debt and Cash Management bureaus, as well as Disbursement and Payroll. He has also served as Trustee of Howard County’s retirement plans and was a member of the Other Post Employment Benefits (OPEB) Trust Committee. Ighile managed the County’s investment portfolio of approximately $600 million.
Ighile holds an MBA from University of Maryland University College and a Bachelor’s degree in Economics from Bendel State University in Nigeria. He is a Certified Public Accountant and a Global Management Accountant, holding memberships in the Maryland and national Association of CPAs and the Maryland and national Government Finance Officers Association.
Gaithersburg’s Director of Finance and Administration is appointed by the City Manager and oversees a department of 11 full time equivalent positions with an approved FY20 operating budget of $18.6 million. Divisions include Finance and Administration, Procurement and Purchasing, and General Services. Ighile is expected to begin on July 8, 2019.
