The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering and enforcing purchasing policies and procedures; identifying and establishing procurement strategies, methods and processes; and providing assistance with solicitation development, negotiations and contract awards.

All formal solicitations and select informal solicitations (requests for quotes) will be published here and be advertised on the State of Maryland’s eMaryland Marketplace. Vendors interested in doing business with the City should register with eMaryland Marketplace. In addition, vendors may subscribe to the City’s eNewsletter to receive email notifications when new solicitations are published.

Casual User Toolbar Development for ArcGIS Pro

City GIS users utilize a Casual User Tool Bar to perform essential functions in ArcMap. The tools were originally developed in-house by Brian Helms using VBA in 2002, then transformed to an add-in written in .NET (C#) by JMT Technologies in 2014. The City is migrating its GIS desktop from ArcMap to ArcGIS Pro, and must also migrate this essential tool bar.

Three major functions of the current tool bar are:

  • adding data layers
  • zooming to an address or place of interest
  • applying map templates

In addition to the main tools, there is a configuration window where users can set up & change default behaviors for the tools in the tool bar. The Contractor is to ensure that all of the essential functions of the current tool bar in ArcMap are available in the custom tools in ArcGIS Pro, and to propose & implement improvements to the tool bar to best suit the ArcGIS Pro environment.
