The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering and enforcing purchasing policies and procedures; identifying and establishing procurement strategies, methods and processes; and providing assistance with solicitation development, negotiations and contract awards.

All formal solicitations and select informal solicitations (requests for quotes) will be published here and be advertised on the State of Maryland’s eMaryland Marketplace. Vendors interested in doing business with the City should register with eMaryland Marketplace. In addition, vendors may subscribe to the City’s eNewsletter to receive email notifications when new solicitations are published.

  1. The City of Gaithersburg (“City”) is soliciting proposals from qualified firms to provide curbside Yard Waste and Recyclable Collection and Processing Services as is further described herein.

  2. The intent of this Request for Proposals (“RFP”) is to secure flexible, cost-effective and turnkey solutions in two (2) distinct categories in order to achieve the City’s significant waste diversion and customer service goals:

    • Category 1: Recycling & Yard Waste Collection and Hauling
    • Category 2: Processing of Single Stream Recyclables

  3. The City anticipates awarding two separate contracts for services in each respective category listed above. Firms may submit a proposal for only Category #1, only Category #2 or both #1 and #2 (as separate Proposals). The City may award both contracts to the same firm, or each contract may be awarded to separate firms.

  4. Both contracts will have an initial term of three (3) years, with two (2) additional one-year optional renewal terms, for a total contract duration of up to five (5) years. Both contracts include an annual consumer price index adjustment, as outlined herein.
