The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering and enforcing purchasing policies and procedures; identifying and establishing procurement strategies, methods and processes; and providing assistance with solicitation development, negotiations and contract awards.

All formal solicitations and select informal solicitations (requests for quotes) will be published here and be advertised on the State of Maryland’s eMaryland Marketplace. Vendors interested in doing business with the City should register with eMaryland Marketplace. In addition, vendors may subscribe to the City’s eNewsletter to receive email notifications when new solicitations are published.

Street Light Maintenance & Repair

The City desires to retain a qualified and experienced Contractor capable of providing emergency and non-emergency service on an as-needed basis to restore and preserve existing streetlight operation. The selected Contractor will be required to provide service in a timely fashion in full conformity with prevailing standards. The City maintains a variety of streetlight types within its various neighborhoods and City facilities, and the City recently completed the conversion of all City-owned and operated streetlights to LED.

The City’s current contract for Streetlight Maintenance and Repair expires on June 30, 2025. The new contract will replace the current contract and is expected to become effective on July 1, 2025. The new contract will have an initial term of three years, with two additional one-year optional renewal terms, for a total contract duration of up to five years. The contract includes an annual consumer price index adjustment, as outlined herein.

The annual cost of the Streetlight Maintenance and Repair Services performed under this contract are estimated to be up to $300,000 per year for each year of the contract term.
