The City operates under a decentralized procurement system; individual Departments are responsible for purchasing those goods and services required to perform their functions. The Procurement Division acts as a liaison between Departments, responsible for administering & enforcing purchasing policies & procedures; identifying & establishing procurement strategies, methods & processes; and providing assistance with solicitation development, negotiations & contract awards.

All formal solicitations and select informal solicitations (requests for quotes) will be published here and be advertised on the State of Maryland’s eMaryland Marketplace. Vendors interested in doing business with the City should register with eMaryland Marketplace. In addition, vendors may subscribe to the City’s eNewsletter to receive email notifications when new solicitations are published.

Replacement Time and Attendance, Human Resources and Payroll System

The purpose of the request for proposals is to solicit sealed proposals from qualified firms to establish a contract through competitive negotiation to provide, configure, and implement a comprehensive, efficient, modern and robust Time and Attendance System (T&A System) for timekeeping to replace the City’s existing UKG Workforce Central System.

Offerors may optionally propose replacing the City’s ADP Workforce Now Human Resources and Payroll System with a new Human Resources/Payroll System (HR/Payroll System). Offerors who elect to propose this optional scope must propose replacing the entirety of the Existing HR/Payroll System (i.e., proposals to replace only the Payroll or Human Resources system will not be considered), and the result must be a single unified, seamless system meeting all human resources, payroll, and time and attendance requirements.

The City’s NEOGOV system will be maintained as-is – replacement will not be considered.

The T&A System must be fully implemented no later than February 1, 2027.
