The City Clerk’s Office plays a vital role in supporting the operations of the City by providing professional services to the Mayor & City Council, while ensuring the preservation of official records in compliance with the State of Maryland, Montgomery County, and the City of Gaithersburg. The office is responsible for administrative support, including reporting coverage of all City Council meetings, coordinating official proclamations, appearances, and presentations at Council meetings, and maintaining the City Code and Regulations to ensure accurate, current, and accessible legislative records for the public and City staff.
The City Clerk manages membership appointments to the City’s Boards, Committees, and Commissions, ensuring an organized and transparent appointment process that supports civic engagement and public participation in local government. The Clerk also serves as the liaison to the Board of Supervisors of Elections, coordinating administrative support and helping facilitate the efficient conduct of City elections in accordance with applicable laws and procedures.
As the City’s primary point of contact for the public, the Clerk’s Office is committed to providing responsive customer service, maintaining accessibility to public information, and promoting transparency in government operations. The office oversees the City’s comprehensive records management program, which includes the preservation, organization, retention, digitization, and lawful disposition of official City records in compliance with State of Maryland records retention requirements and established municipal policies. This responsibility helps protect the integrity of the City’s historical, legal, and administrative records while ensuring records are accessible for operational and public needs.
The City Clerk also administers City Elections and coordinates all related logistical and statutory requirements, including candidate filings, legal notices, ballot preparation, election documentation, and certification processes. In addition, the office coordinates and responds to requests submitted under the Maryland Public Information Act (MPIA), working collaboratively with City departments to ensure timely, accurate, and legally compliant responses while balancing public access with the protection of confidential information.
