Location
The subject property is located on the south side of South Frederick Avenue adjacent to I-370 and includes three parcels along O’Neill Drive and Nancy Place.
Proposal Z-10030-2025
The Applicant has submitted a zoning map amendment and schematic development plan application to rezone two parcels from the R-20 and R-18 zone to the CD zone (the third parcel is already zoned CD). The schematic development plan proposes to redevelop the existing Rosedale Apartments with a new mixed-income multi-family residential neighborhood containing up to 434 units and associated open and amenity space.
Status
A Joint Public Hearing was held on October 20, 2025. The Planning Commission’s record will remain open until 5 p.m. November 19, 2025, with recommendation to the Mayor and City Council scheduled for December 3, 2025. The Mayor & City Council’s record will remain open until 5 p.m., December 12, 2025, with policy discussion scheduled for January 5, 2026.
