The Corridor Development (CD) Zone was originally created to implement the 2001 Frederick Avenue Corridor Land Use Plan. While that Land Use Plan envisioned the entire Corridor being zoned CD, the Plan was followed by a partial comprehensive rezoning that left much of it zoned otherwise. In 2013, the City completed The Frederick Avenue Corridor and Vicinity Development Capacity Study that, in part, determined that the 355 Corridor does not need a new zone to foster growth; rather, the current CD Zone should be revised and made the primary zone in the Corridor.
In 2014 Staff approached the Planning Commission to begin a dialogue about the CD Zone. The focus was on exploring the effectiveness of the CD Zone as it relates to the findings discussed in The Frederick Avenue Corridor and Vicinity Development Capacity Study. The dialogue was conducted over three work sessions and the findings from each session were summarized in preparation for a January 26, 2015, Joint Work Session with the Mayor and City Council and Planning Commission. The Council determined that the City needed to provide stakeholders and the general public the opportunity to engage and provide feedback regarding the Zone before any changes should be considered. A public engagement outreach initiative was included as an Action Item in the Annual Strategic Plan for fiscal years 2017 and 2018.
