Introduction
The Department of Public Works plans to conduct storm drain improvement activities in the East Deer Park neighborhood, specifically along Woodland Road and its intersections with Rolling Road, Hutton Street, Tulip Drive, and along Oakton Road and East Deer Park Drive. Headwaters MB-4 consists of a drainage area of approximately 80 acres and Headwaters MB-5 consists of a drainage area of approximately 64 acres.
A Headwaters Drainage Study was completed in 2024 involving the assessment of multiple watersheds to identify improvement opportunities to mitigate flooding and improve neighborhood level stormwater management systems. Concept level (10%) design plans were completed and can be found under the Documents section titled Concept Fact Sheet and Plans.
The City hired a consultant to continue professional design services which is planned to begin late Fall 2025. The City plans to achieve storm drain improvements in three phases:
Phase 1: Storm drain design incorporating community engagement meetings at 30%, 60%, and Final design phases.
Phase 2: Construction activities incorporating the approved final design.
Phase 3: Post-construction monitoring.

Status
The City conducted a kick-off meeting with the consultant to discuss project goals and objectives. During the next several weeks, the consultant will perform data collection and survey activities in the field to begin development of a 30% Design Plan. The 30% Design Plan will incorporate preliminary design alternatives to be presented at a community meeting. Community meeting information will be distributed when a date and time is confirmed.
