The applicant requests approval of Sketch Plan Application SK-7837-2018. The subject area is a ±20.7 acre tract of land developed as an existing shopping center site owned by KIMCO Realty known as Market Square. The Applicant is pursuing the redevelopment starting point for the transformation of the Market Square Property into a mixed-use community as envisioned by the City’s “Kentlands Boulevard Commercial District Special Study Area” (the “Master Plan”). Application SK-7837-2018 corresponds to the area identified as Blocks J and M and the Kimco-owned portions of Blocks I, K, ,L, N, and O in the Master Plan. The Application proposes up to 1,200,000 square feet of commercial / non-residential uses and up to 1,614 residential units on approximately 21 acres.
This Sketch Plan outlines Kimco’s long-term vision and creates the framework to continue the Property’s transformation into a vibrant mix of uses that contributes to the vitality of the commercial district. The intent of the Sketch Plan begins with the Master Plan’s call to create a quality public realm, accessible and connected places, a rich mix of uses, and a plan for incremental change, but improves upon this framework through key place-based interventions, through the introduction of appropriately scaled and located proposed open spaces, a street network based on existing circulation patterns, properly-scaled building heights, and a viable mix of residential and commercial uses driven by market conditions.
On July 16, 2018, the City Council approved application SK-7837-2018.
