The City’s Emergency Rental and Utility Assistance Program, Downpayment Assistance Program (DPA), and Homeowner Repair and Upgrade Program are funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG). Pursuant to 8 U.S.C. § 1611(a), only individuals lawfully present in the United States are eligible for any Federal public benefit such as the City’s CDBG-funded programs. As such, the City is required to verify the lawful presence of all applicants for the CDBG-funded programs with the United States Citizenship and Immigration Service (USCIS) through the Systematic Alien Verification and Eligibility (SAVE) system. To apply for any of the City’s CDBG-funded programs, you must provide one of the approved documents that verifies you are lawfully present in the U.S. After receipt of this information, City staff will verify your legal residency status through the SAVE system. The Emergency Rental and Utility Disconnection Assistance Program provides one-time financial support to City of Gaithersburg residents who are facing temporary financial hardship. This assistance is designed to help prevent eviction, maintain stable housing, and avoid utility disconnections - ensuring continued access to essential services such as electricity, gas, and water.
Eligibility
This program is available to residents of City of Gaithersburg. Not all Gaithersburg addresses are considered residents. In order to determine if you live within Use the ;Gaithersburg Address Search Tool:
If your address appears within the green area and says City address, you are a City of Gaithersburg resident and may be eligible for financial assistance
To qualify, applicants must meet at least one of the following conditions:
- Be part of a household with minor-aged children
- Be a senior (62 years or older)
- Have a medically determinable physical or mental impairment
AND all of the following must also apply:
- Have resided within the City of Gaithersburg for at least the past six (6) months
- Have received a 10-Day Notice of Intent, Court Notice, or Eviction Notice
- Be able to demonstrate financial ability to remain current on housing expenses moving forward
- Have lawful US presence
- For utility assistance, you must provide a disconnection notice
- Household incomes must be at or below 80% of the AMI.
