Availability of Draft Fiscal Year Consolidated Annual Performance Evaluation Report (CAPER)

The City of Gaithersburg is preparing the Federal Fiscal Year 2024 Consolidated Annual Performance Evaluation Report (CAPER), which covers the grant period of July 1, 2024, to June 30, 2025. Submission of this Plan is a requirement to receive Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD).  All activities funded by CDBG must meet one of HUD’s national objectives and goals:  to provide decent housing, a suitable living environment, and expanded economic opportunities, principally for low- to moderate-income persons. 

The City’s draft Federal Fiscal Year (FFY) 24 CAPER reports on accomplishments of the past fiscal year and progress towards achieving goals identified in the 2023-2028 Consolidated Plan and the FFY24 Annual Action Plan.

Residents and interested parties may provide feedback to the City on its FFY24 CAPER in several ways. The Draft CAPER will be available for public comment for a 15-day period beginning on September 5, 2025, and ending at 5 p.m. on September 22, 2025. The Draft FFY24 CAPER will be available for review and public comment at the following locations:

We encourage all residents to share their input - staff at each location will be happy to help you locate the document and answer any questions about the feedback process.

Additionally, the City will hold two public meetings for residents to attend and provide comments.

  • The first meeting will be held in-person on September 17, 2025, at 7 PM at 506 South Frederick Ave. Gaithersburg, MD 20877.
  • The second will be held virtually on September 19, 2025, at 12 PM. Please register to receive the Zoom link here.

A Spanish-speaking interpreter can be made available at both meetings. Please email housing@gaithersburgmd.gov if Spanish interpretation is needed.
