Availability of Draft Fiscal Year Consolidated Annual Performance Evaluation Report (CAPER)

The City of Gaithersburg is preparing the Federal Fiscal Year 2025 Consolidated Annual Performance Evaluation Report (CAPER), which covers the grant period of July 1, 2025, to June 30, 2026. Submission of this Plan is a requirement to receive Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD).  All activities funded by CDBG must meet one of HUD’s national objectives and goals: to provide decent housing, a suitable living environment, and expanded economic opportunities, principally for low- to moderate-income persons. 

The City’s draft FY25 CAPER reports on accomplishments of the past fiscal year and progress towards achieving goals identified in the 2023-2028 Consolidated Plan and the FY25 Annual Action Plan.

Residents and interested parties may provide feedback to the City on its FY25 CAPER in several ways. The Draft CAPER will be available for public comment for a 15-day period beginning on August 24, 2026, and ending at 5 p.m. on September 11, 2026.

The Draft FY25 CAPER will also be available for review and public comment at the following location:

Additionally, the City will hold one public meeting for residents to attend and provide comments. This meeting will be held in-person on September 3, 2026, at 5:30 p.m. at the Activity Center at Bohrer Park, 506 South Frederick Ave. Gaithersburg, MD 20877.
