A Residential Fence Permit is required for all new residential fences as well as any additions or alterations.
If a contractor is constructing the fence, they must be licensed by the Maryland Home Improvement Commission (MHIC). Maryland law requires the contractor to obtain the permit. Homeowners may obtain a permit and construct a fence on their own property without a license, provided they are doing the work themselves.

Generally, fences cannot exceed six feet in height and must conform to the Architectural Guidelines of the community. Fences in the front yard may be restricted to three or four feet in height. Homeowners Association (HOA) approvals of fence types, heights and materials must be approved by the HOA. Upon submittal of the fence permit application, a Planner will determine exact zoning requirements as they apply to height and location.
